Regulatory Operations Manager (8 months)


This is a contract position starting in April 2024 for an 8 month period. 


About the Role:

Reporting to the CEO/Chief Agent, the Branch Operations Manager is accountable for driving the operational activities of the Chief Agent for Canadian Branch, focusing on cross functional efforts including:


Build on, develop and manage the comprehensive operational strategy and framework covering the full portfolio of the organization's (Canadian Branch) activities/interest to maximize commercial benefits while minimizing risk exposure and maintaining regulatory compliance with federal and provincial insurance requirements


Operating tasks

  • Manage changes of business procedures according to local insurance regulatory requirements and organizational objectives. Support implementation of process changes and improvements.
  • Coordinate and support development of efficient policies and practices
  • Help develop and maintain local operational policies in coordination with global policy framework and support development of global policies
  • Lead and support ad-hoc projects; provide training as required
  • Management of quarterly Oversight Committee meetings
  • Management of operational aspects of industry association memberships of the Canadian Branches
  • Assist the CEO/Chief Agent to execute priorities and goals in line with regional and divisional strategies


Risk related tasks

  • Collaborate and coordinate with Business Owners, Governance and Risk Management on the completeness, adequacy and oversight of the Risk Control Self-Assessment (RCSA) process.
  • Provide support to implement new or revised policies and guidelines in business processes including consideration of control adequacy and impact within the RCSA framework.
  • Receive, identify and report issues in collaboration with the responsible team.  Support remediation efforts related to incident reports and operational events.


Regulatory tasks

  • Track local insurance regulatory changes and work cross-functionally to ensure local requirements are adhered to and adequately mitigated, including administration of the local regulatory compliance management tool and the local compliance attestation process
  • Collaborate and coordinate with the local Chief Compliance Officer on any identified local control weaknesses
  • Maintain local processes and controls that address local insurance compliance risks in coordination with the local regulatory compliance management, global Compliance and RCSA frameworks
  • Collaborate and coordinate with the Regulatory Risk Management team, and others responsible for the oversight of the Canadian Branches on strategic, tactical and operational regulatory engagements with, and responses to, the Office of the Superintendent of Financial Institutions (OSFI) and provincial regulators
  • Liaising routinely with key personnel from various functions including Audit, Compliance, Governance, Finance, Risk Management, Legal, and Business Teams to ensure and demonstrate coordinated regulatory operational compliance


Reporting related tasks

  • Providing the Chief Agent, Canada Reinsurance management team and branch oversight committees with regular and comprehensive reporting on the cross functional operational processes of the business, including assessments within the RCSA and Compliance frameworks;
  • Provide timely and concise input to senior management for quarterly branch reports, internal updates, team KPIs and strategic operational initiatives
  • Provide a comprehensive report annually to the local Chief Compliance Officer on the results of the local compliance attestation process


About You

  • Strong understanding of the insurance/financial services regulatory environment in Canada and proven track record in operations leadership
  • University degree, advance degree preferred
  • Minimum 10 years of experience in the insurance or reinsurance industry
  • Experience in Underwriting, Risk Management, Compliance or Audit function a plus
  • Superior written and verbal communication and negotiation skills
  • Strong business acumen, analytical, organizational, risk management, project management, problem-solving, facilitation and presentation skills
  • Ability to act as a counsellor to senior management, demonstrating integrity and independence while providing professional advice and guidance and applying sound judgment to issues
  • Skilled at influencing, a strategic thinker with excellent business insight and industry knowledge
  • Agile in leadership, thinking and execution, including being comfortable leading through ambiguity
  • Results driven, able to work in a fast-paced environment and willing to roll up their sleeves when needed to achieve results
  • Ability to work across multiple functions and cultures in/with diverse teams
  • Proficient in Microsoft Outlook, Word, PowerPoint and Excel
  • Solid understanding of control processes and systems
  • Strong command of English, other languages and experience in diverse cultural environments is a plus
